What is Your locale inside compilation environment?
set LC_ALL=C
set LANG=C

Also I think that You compiled uClibc with Wide Character support.
As I read comments inside the uClibc/libc/string/wstring.c,
the uClibc strcmp() still doesn't support wide chars.
Try to
make menuconfig
"String and Stdio Support" ->
[ ] Wide Character support
