tc filter unoperable

Hello Dear Developer,

 

I successfully compile the kernel 2.4.31 with ebtables patch and made some
test on brouting, and it works perfect. Unfortunlly the tc filters (of
IPROUTE) became unoperable, when I set up a filter it does not shows any
error, but it does not create it.
