intercepting all packets

Hi,

I am planning to develop a device so that:
- all interfaces are bridged together.
- routing is ***only*** determined by the lists of layer-3 addresses
  (IPv4 mainly) behind each interface (and the static ARP table
   of neighbors).

As i thought of re-inventing the wheel, i heard of the ebtables project
and read doc carefully. But i am definitely bad at kernel hacking.

Can anyone tell me what entry points (=hooks?) i should use and
which ones i should disable (how?) so that all ethernet frames
are intercepted as early as possible (before any kind of routing
occurs -- including ARP table lookups ...) ?

I have the feeling that only minor changes are needed, but
i can't find the way.
