ARP match extension for MACs

Hi !

I needed to match source and destinations MAC that were in ARP payload.
This is what I wrote for Linux 2.4. I've tested it with arp-sk, and it
seems to work.

It adds --arp-mac-src and --arp-mac-dst, with mask support.
