With the older versions of ebtables. The change was made on June 5 2002 and 
ebtables had no stable release yet.
tcpdump uses the same output as ebtables btw.
The solution will be to add an option, like --Lmac2 (any suggestions), that 
will output _all_ MAC addresses in the fixed length way.
