Can not see bridged traffic in arptable on brouter

I can not see bridged traffic in my arptable and this is causing me a lot of
heartache.  Can anyone suggest where to look for my kludge?

I believe bridge-nf is enabled:

# cat /proc/sys/net/bridge/bridge-nf-call-arptables
1
# cat /proc/sys/net/bridge/bridge-nf-call-ip6tables
1
# cat /proc/sys/net/bridge/bridge-nf-call-iptables
1
# cat /proc/sys/net/bridge/bridge-nf-filter-vlan-tagged
1
#cat /proc/sys/net/ipv4/ip_forward:
1
