service start error

I have install ebtables-v2.0.8-rc1 on a Fedora Core 4 box with a 2.6.11 kernel.
After making and installing ebtables, I am able to insert rules, but the rules are not honored.
For example, I set rules to drop all packets, but none are dropped.
Bridge table: filter
Bridge chain: INPUT, entries: 1, policy: ACCEPT
-j DROP
Bridge chain: FORWARD, entries: 1, policy: ACCEPT
-j DROP
Bridge chain: OUTPUT, entries: 1, policy: ACCEPT
-j DROP
The only visible error I get is when I try to run:
[root@simulation1 ~]# service ebtables start
Starting Ethernet bridge filtering (ebtables): /usr/local/sbin/ebtables: error while loading shared libraries: /usr/lib/ebtables/libebtable_broute.so: cannot restore segment prot after reloc: Permission denied
[FAILED]
Any help???
