Looking for pointers on school access restriction solution.

Hello all.

I'm looking for advice on resolving the following problem.

I want to restrict internet access in an educational establishment for for
both individual machines and groups (classrooms) of machines on the LAN. I
have no control over the client machines or network elements (routers
switches proxy server etc). So I figure that layer two filtering based on
blacklists using ebtables is the way to go because I can drop in a box
between the proxy server and the ISP.

Now I have some *nix experience, I can write simple shell scripts but the
object is for teachers to be able to switch on or off access to the
internet. It's not ideal to ask teachers to SSH to a box during a lesson to
kick off a script. Ideal would be a web based solution, the teacher opens a
web page, clicks on a representation of the pupil's PC and hey-presto the
kid can't surf or MSN etc. But having searched the 'net for hours I can't
find anything that comes close.

My questions are these; 1st does anyone know of something close to what I
just described as the ideal solution which I've missed? 2nd, if not does
anyone have a scripts which I can modify for my ends? 3rd, does anyone have
a better idea!

I'd be most appreciative of any help from your community! If I can get this
working then at lot of teachers will be very happy and a lot of kids
education prospects will be improved.
