[PATCH 01/14] genalloc: Describe @start_addr parameter in genpool_algo_t

Sphinx reports kernel-doc warning:

WARNING: ./include/linux/genalloc.h:52 function parameter 'start_addr' not described in 'genpool_algo_t'

Describe @start_addr to fix it.
