It's been a long time since I've done anything with QoS but I think 
you've run afoul of a fundamental understanding that I have.

You can only (effectively) rate limit /what/ /you/ /send/.  Meaning that 
you can't rate limit how fast information comes in.  You can only rate 
limit what you send out.

So, try moving the rate limiting from ens1 to ens2 so that you are rate 
limiting the stream leaving the system.

Aside:  Yes, there are some tricks with virtual interfaces so that you 
can ""send from the incoming interface to the virtual interface, thus 
rate limit what is re-sent prior to reception by the interface where IPs 
are bound.  But this is still beholden to the /what/ /you/ /send/ 
statement above.  It's just arranging to /re/send it before receiving.
