[PATCH pynfs 08/13] server41tests: test OFFLOAD_STATUS with fabricated stateid

Add testOffloadStatusNoState (COPY10) which sends OFFLOAD_STATUS with
a fabricated stateid and verifies the server returns
NFS4ERR_BAD_STATEID.
