(anonymous) CVS access?

Hello list! Why is there no (at least anonymous) CVS access to the current NGPT source? I produce lots of patches and I'm not sure, if they correct already fixed problems, remain ignored, or will be used immediately? The link http://www-124.ibm.com/developerworks/opensource/cvs/pthreads on the home page points to a release, which is over a year old.
