Why M:N threading with scheduler activations?

I`ve read this:

It seems that 1:1 Threading is better than M:N threading with scheduler 
activations.
I can`t find a NGPT Whitepaper.
Can someone tell me why NGPT is M:N threading with scheduler activations?
