As = a formal introduction, I am Dr. Amos Adamu, Chairman-Organizing Committee, = All African Games, tagged "COJA 2003", taking place in October, this year. I = am the Director of Sports Development, Federal Ministry of Youth and Sports = as well as member Confederation of African Football (CAF) technical = committee. All African Games is the biggest sporting event consisting of all = the countries in the continent, just like the Olympic games. Nigeria was = granted the hosting right by the Supreme Council for African Sports in Africa = (SCSA). Nigeria was mandated to build and renovate sporting facilities that = will be used to host this memorable event. In view of the above, I was appointed by the President of the Federal = Republic of Nigeria, to oversee the entire organizing process. My committee = was mandated, among others, to submit financial proposal for hosting the = event to the Presidency. Our mandate also include consulting some foreign = firms for construction of the New National Stadium, Abuja, and Games Village = for the event. All these have been duly completed and commissioned on the = 29th May, 2003. In the course of carrying out these National assignments, we = deliberately over priced i.e over valued the contracts to the tune of $25 = Million Dollars only, which is lying fallow in a suspense account. Since the = contractors that executed these projects have been duly paid, the balance = being the overvalue sum of $25 Million is left for us to transfer into a = foreign account. And since Nigerian Civil Service rules do not permit us to = own or operate a foreign account, we are in dire need of a ! foreigner who = would provide an overseas account. x-udd on the above therefore, I am inclined to contact you to provide a = reliable account capable of receiving the above sum for our mutual benefit. = As soon as we conclude plans to have this fund wired by swift into your = account, we shall come to strategize plans to have a joint investment = partnership. We have also agreed to allocate certain percentage to you for = providing the account, which can only be disclosed later as soon as you = confirm your ability to work with us as a team, while our own share is = basically for investment in your country. In all, the essence of this = proposal is to introduce this deal to you and we shall use our government = influence to cover it as soon as the fund is transferred, so that there will = be no trace to your account or anybody=92s name. It is also important to = state that this deal should be kept in absolute secrecy as the information of = the transfer is only known to you and few of us in Nigeria. For security reasons and to avoid the difficult official procedure of = transfering money through the Central Bank of Nigeria, as well as to ensure = swiftness in the transfer, the money has been deposited in a coded Account in = Union Bank, one of the independent licenced banks in Nigeria from where it = would be wired to your nominated Account.
