As correctly explained by Chris, the "rpm -F" approach doesn't always
work.  In practice, it tends to work for minor upgrades within the same
branch (and even then it will by definition not install any new packages
that were not present before), but not for upgrading to another branch,
nor when we've made major changes in a branch (such as the GCC version
change this time).

You need to use "make installworld" over your existing system.  See:
