If you fix the CIS info then serial_cs will guess that this is a
multifunction card since it is asking for 16 IO ports, so that will
reach the OXCF950 fixup code in serial_cs.

The configuration code in serial_cs is pretty tricky because there are
so many fallbacks for trying to find working configurations for cards
that have various kinds of messed-up CIS information.
