You meant /etc/pcmcia/config, right?

This appears ok.  Check higher up in your log, for when cardmgr was
started, to make sure it did not report any errors when parsing the
config file.

Also, changes to the config file do not take effect until either you
restart or 'kill -HUP' the cardmgr daemon.
