It is not running out of interrupts; PCI interrupts are shareable.
The problem is that the kernel was not able to figure out the
interrupt assignments for your CardBus bridge devices.  It appears
that for an older kernel, this was recoverable, but now it is fatal?
I'm not sure; I'm not so familiar with the internals of the kernel
drivers.

I'd suggest getting a 2.4.24 kernel and enabling ACPI support.  On
newer systems, that normally does a better job of figuring out PCI
interrupt assignments.
