This is (believe it or not) not an issue with the PCMCIA subsystem.
These cards are managed by the hotplug subsystem, and that is what
failed to autoload the correct driver.  Or, actually, failed to notice
that the correct driver (3c59x) was already loaded for your built-in
3c556 device?  Despite the "no modules" message, do you get a kernel
message saying that the 3c59x driver noticed the card, or does
"ifconfig -a" show the new interface?
