Build failure due to missing man/ko/vigr.8

Hello,

Building shadow with the standard configuration (./autogen.sh && make) fails
because man/ko/vigr.8 is missing.

Adding it is trivial, since the file only contains ".so man8/vipw.8" and it
can be copied from man/vigr.8.
