Yes and that is why I'm using in above word "current" (in case new 
facts allways this conclution can be changed).

But continue: still it is interesting for me because seems only passwd 
from shadow have blocaded SIGINT (again .. still SIGABRT can be used for 
described by you scenario). I'm just check passwd OpenBSD implementation 
which also do not blocades SIGINT and SIGABRT. To this list can be 
included passwd from RH passwd package and Solaris (10) implemetation.

Sorry .. I'm just foud another passwd with blocaded SIGINT. It is passwd 
from Thorsten pwdutils. But pwdutils was on begining mostly shadow derivat 
so probably this behavior was blindly copied or so ..
