This should be fixed in CVS, with the following commit:
  http://cvs.pld.org.pl/shadow/src/chgpasswd.c?r1=1.1&r2=1.2

chgpasswd.c (added in 4.0.15) wasn't written to allow
"--disable-shadowgrp", the above diff fixes that.
