I'm not touching login.defs man page because it need major rewrite. If you want fill free do this :) I'm also looking for some way generate diffrent roff man pages depending on i.e. is PAM enabled or not (IIRC it must be possible on XML/XSLT level do this .. any help on this will be welcome). Next release probably will also install system login.defs with diffrent content depending on source level configuration (i.e. PAM is enabled or not).
