the useradd code in cvs at the moment has partial support for the -n=20
option ... my patch "merely" fixes it so it actually works

side note: the name 'USERGROUPS_ENAB' could probably do with being truncate=
d=20
to simple 'USERGROUPS' since the value itself implies whether it is being=20
enabled
