missing pregenerated man pages when disabling pam in 4.0.18

Hi,

Building shadow with --without-libpam always fails with 
 Error: you need to run configure with '--enable-man'
       in order to regenerate man pages.

since the man pages login.access.5, limits.5 and porttime.5 aren't
included in the 4.0.18 tarball (those are only installed when shadow is
configured with --without-libpam).

It appears that the 'make dist' hook doesn't build those, unfortunately
I couldn't investigate this further yet.
