Info: prepare for release 4.0.10

Release shadow 4.0.10 is sheduled to monday 27-06-2005.

As usual last week before release is only for critical bugs and update/new
translations (call for update i18n resources was sended to translations
maintainers yesterday and few now are ready).
Probaly will be good find new translators for bs.

In this version I'm start include english version man pages generated from 
XML file (by hand generated using xsltproc). Not all XML file are done and 
also still some work on xml2po tool must be finished for prepare full 
functional infrastrusture for translating man pages using XSLT/XML and
gettext.

- mkpasswd: removed,
- userdel: now deletes user groups from /etc/gshdow as well as /etc/group.
  Fix by Nicolas François <[email protected]>.

*** documentation:
- most of the man pages now are generated from XML files so in case submiting any
  chages to this resources please make diff to XML files,
- chfn: give more details about the influence of login.defs on what's allowed to
  users.
