Yesterday I'm commit to CVS tree fix for login.c.
I'm also disable using UMASK in login.

Fix for setupenv.c is on the way.

To Thorsten Kukuk: IMO it will be good merge in next PAM version pam_umask
module. Source of this module can be downloaded from Debian tree from: 
ftp://ftp.debian.org/debian/pool/main/p/pam-umask/.
I don't know it correct/acceptable but probaly it can be extended for suck
per user UMASK from /etc/passwd GECOS umask= subfield (it is now handled
in shadow in libmisc/limits.c).
