I heard from various people they were unable to use JTAG on the Toradex Colibri 
board. I also noticed such issues with various cables on various boards ... I 
dunno why it happens, maybe some electrical discrepancy.

If that's your case, I'd try OpenOCD with some other JTAG adapter.
