Kuno, a 32-bit ARM Cortex-A7 Qualcomm SoC, uses the GENI-based QUP wrapper for its debug UART. Drop the explicit ARM64 dependency so the driver can be selected on 32-bit ARM as well; QCOM_GENI_SE already sits under the QCOM_SOC menuconfig, which is gated by ARCH_QCOM || COMPILE_TEST, so no replacement dependency is needed.
