Yea, they're not locked, but you can't have more than one region of data on 
a card (i.e. mixing data from Japanese and American games one card). 
Apparently they use different formatting/file indexing procedures such that 
they're not intercompatible.  Along these lines, I'm not sure but I guess 
you couldn't load a saved game from one region's disc to another.
