busybox is a pretty good solution for most things. There's also things
like buildroot for putting together a uClibc based rootfs if you want
more stuff than what busybox offers. See http://www.uclibc.org.

Additionally, the uClinux-dist distribution is quite reasonable for
selectively configuring and generating a small rootfs. You can find
links to this from http://www.ucdot.org.
