Timer priority in include/asm-sh/irq.h

Hi,

Well the main problem I was having with my IDE driver was when the
ide-probe routine disabled the IDE IRQ I stopped seeing timer
interrupts. As a result the first msleep it saw just hung up the IDE
thread forever.

Looking at our local 2.4 BSP's include/asm-sh/irq.h I see the
TIMER_PRIORITY is set to 15 (highest) but in the CVS build its set at 2.
According to annotate it has been this way since 1.1 for both 2.4 and
2.6.

Should the Timer IRQ be at the highest priority it can be or is there
some subtlety that means the IPR IRQ shouldn't of been masked by the
change in SR?
