This seems to be the core of the problem you're seeing. The GPU puts 
out 50 fps progressive. Interlacing for TV output is done in the 
video encoder, without the GPU noticing.

The Xfree driver doesn't know about the video encoder at all. 
Therefore it's pure coincidence whether the framebuffer is refreshed 
on the odd or the even field. 

With the GPU in prgressive mode there's no way to sync to odd or even 
fields in software, as the tv encoder doesn't provide that 
information. 

It may be a solution to put the GPU in interlaced mode. In that case 
GPU and tv encoder should be in sync regarding odd/even fields. 
However, I've no idea if the xv driver handles the interlaced mode 
any better, i.e. if you'd see any improvement.

Even worse, I've never tried to use interlaced output from the GPU 
with tv encoding - I'm not even sure if it works with all video 
encoders.
