You need a HD TV pack for the encoder to display anything past
640x480.  Or you can make your own VGA cable.  The chip will not let
you go over 640x480 unless it is told the output device can handle the
resolution, in this case, and HDTV ready TV.  Most TVs only go to
640x480.  Also, have you tried disabling the flicker control?
