Well, there's no ACPI in xbox but you may look at the source of 
speedswitchxp http://www.diefer.de/speedswitchxp/index.html which can 
play with mobile pentium cpus. Maybe you cannot change cpu frequency on 
the model in xbox but maybe you can throtle it down.

Also a massive heatsink could help with keeping the cpu temperature down.

About the HD this is handle via ATA command. Use hdparm for this. But 
how useful is ftp server with harddisk turned off :) ?
