what is normal fan usage?

Hi all, when my cpu is set to max frequency (2.2GHz),
the fan cycles off for 5 and on for 1 minute,
approximately.  Can I expect to get any better?  What
do other people see?

When the cpu is set to the minimum frequency
(0.247GHz), the fan usage doesn't really change.  I've
verified that the cpu freq is actually changing.  Is
there anything else I can do to quiet the cpu fan? =20

My cpu is in state C3, P0, and T0.  (for some reason,
it never goes to C1).  I'm using ACPI frequency
scaling through the "p4_clockmod" module and the
"powersave", "performance", or "userspace" governors
with a Debian Sarge stock 2.6.8 kernel on a thinkpad
