Controling print job release.

I want to be able to set up a series of print queues that staff and students
can print to where the jobs are held until they go to the printers.  At each
printer there will be a workstation set up to show only the jobs of the user
that logs in, allowing them to release the job from the holding q to the
printer.

Ultimately it would be nice to extend this to show just 3 printers across the
school, colour, black and draft that prints can be sent to and users can
release their print jobs to any printer they happen to be near.  I think this
may be quite ambitious as we have a wide variety of printer models, both laser
and inkjet.

So I need a backend system to hold the print jobs and a "desktop" front end for
them to log in to to release their jobs to the printer.

I'm assuming the number of pages printed in any period (ie 10 per day) can be
limited in CUPS 

It would be nice if staff had the option to click "show all jobs" which would
show all outstanding unprinted jobs so that they could release (or delete) jobs
for students in their class.  Viewing the job details would be important,
showing the number of pages, the username, a preview etc.

If permanent jobs could be added to a "resources" queue to allow staff to print
off forms or frequently used resources without having to find them on the
network first that would be a real bonus.

I imagine there are many schools that would benefit from a system like this, I
just haven't been able to find one yet.
