Windows clients using LPR and banner pages in CUPS

We're having an issue with Windows clients using LPR to print to a CUPS server
(through cups-lpd) and banner pages.  Specifically, we need banner pages to
print out for each and every job due to the amount of printing that we do.  In
our environment, we have Solaris and Red Hat clients using LPR to our CUPS
server that print out banner pages just fine.  However, our Windows clients do
not.  I don't think this is a server issue, but I was wondering if anyone has
encountered this before, and if there is any solution to it.  

We are currently in the midst of implenting a Samba server for these Windows
clients (where printing banner pages works fine), but rollout probably won't
happen for a few weeks yet.

Any suggestions would be greatly appreciated!
