[Printing-user-general] Have to restart my printer before it works

I am using Ubuntu 6.06 with a HP Deskjet 820CSe on my parralel port. For some
reason I first have to restart my printer, meaning switching it off and back
on, before it starts printing.
Sometimes I even have to restart it several times.
I have quite a lot of misterious errors in my logs, etc.

1. within my cups error_log :
a) cupsdAuthorize: Local authentication certificate not found!
b) CUPS-Add-Modify-Printer: Unauthorized
c) [Job 42] No %%BoundingBox: comment in header!

2. if I try printconf I get

Unable to read printer database.  Please ensure the "foomatic-db" package is
installed properly

3. CUPS once reported an "media tray empty" error.

I already tried to downgrade cupsys to an earlier version as it was proposed in
some forums.
