The CUPS Server could not be contacted

When using the administration tool for printers I get the warning message (CUPS server could not be contacted) I have tried restarting CUPS and this makes no difference. I also flushed my error log and restarted the CUPS and tried to administer it again with the same error. The log shows nothing on that time stamp only me restarting the CUPS. I have not configured any printers as yet. I'm a newbie and would appreciate any help on where to start looking for this problem. There is a whole lot of Unable to open errors that may be linked to this prolblem.
