CUPS has no way of knowing that the printer error has been resolved; the 
presumption is that when the operator (ie you) resovles the issue, you 
then tell CUPS to re-start the queue.

This is what I personally use.

ErrorPolicy only applies when the error is the more generic FAILED.

Yes, this is the intended behavior, as the printer will not be capable 
of accepting new jobs until the error is resolved by the operator.
