First, you didn't mention what version of Gutenprint you're using.  If 
it's older than 5.3.4, then you should update as previous versions use 
the wrong gamma curve for all dye-sublimation models.

Second, are you using using Citizen's ICC profile as part of a 
color-corrected work/print flow?  If not, there is no objective basis 
for comparing the color output between Windows and Linux.

As for the jagged pixels, that's most likely due to low-quality image 
scaling.  It is always best to pre-scale the image you are printing to 
the printer's native resolution at the application layer; that way you 
have full control over how that is done.

My personal print flow uses a script to:

 * Set printer options to default to completely neutral output
 * Scale to native printer resolution
 * Apply sharpening pass
 * Apply printer ICC profile
 * Submit to printer

I do things this way to ensure I get consistent output no matter which 
of several printers is used for a particular print.
