Issue #170 things to do for newlib

Hi,
  I have opened issue #170 which will list all the things that need to
happen before newlib can be released.

Jim, I know you had some opinions about this and even emailed a while ago
about it, but I cannot find that email. That's the idea of the issue, it is
harder for it to get lost there.

If you can find that list of yours, I can add it to the issue.
