a little more top tweakin'

Hi Craig,

Attached are tarballs for each of our branches.

Beyond the patch for Coverity warnings, they represent some tweaks for 
the new toggles.

The '4' toggle now requires only an 80 column terminal, making it more 
widely useful.

I took your feedback to heart and changed the man page wording for'!' 
along with saving those toggles with the 'W' command.  And I plugged a 
long standing hole regarding rcfile compatibility.
