newlib documentation

Hi Craig,

Attached are tarballs with patches for each of our branches.  There are 
3 for master and 8 for newlib.

Beyond the fix for issue #176, the patches mostly deal with newlib 
documentation.  I created a 'procps_pids.3' document and reworked 
'procps.3' to present a similar appearance.

I hope you won't be too upset that I appropriated your handiwork.  Your 
frank assessment of my version would be welcomed (I can take it).

Anyway, the ball is back in your court.  We still need a 'procps_misc' 
page for all that leftover exported stuff.
