other newlib stuff

Hi Craig,

Attached are patches for the newlib branch that try to address some open 
items.

After these are applied, the remaining gap would seem to be 
documentation.  We still need a 'procps_misc' man page to embrace all 
the other exports.

The namespace.h, uptime.h and version.h headers are already represented 
under doc/ and could be consolidated.  But the sysinfo.h header 
currently has no man page support.

Anyway, these patches are current with the public newlib HEAD.
