Hi Craig,
I think you should keep the procps_misc name since the procps.3 page
already suggests that it represents 'system level information' (as
opposed to procps_pids and 'process information').

Personally, I feel that procps_cpu_count should probably remain exported
as it's a nice fit with procps_hertz_get (probably should be just
procps_hertz).
Anyway, the only other means of getting a cpu count is via stat reap
which is a rather expensive alternative.
