coverity made me do it

Hi Craig,

The most recent coverity scan raised several alerts for newlib top and 
the readproc module.

For the top program they boiled down to 'Intentional' or 'False 
Positive' which I asked coverity to ignore.

For readproc, they are valid (though minor) 'Resource leaks' so I 
prepared a patch to address them.

There's one additional patch included that would likely embarrass anyone 
else.
