important newlib patches

Hi Craig,

Here are 8 patches for our newlib branch.

I started with the idea of maybe adding a 'cpu utilization' field to top 
that would show cpu usage over a task's lifetime.

Along the way, I discovered some problems in the pids interface.

As usual, the commit messages provide additional details.
