Next release and programs using the old API

Hi All,
  It's probably time to consider when the next newlib release will be
out. I believe we've fixed the issues for Cygwin and SuSE and been
able to add some nice new top features to boot, as well as documenting
at 20+ year old flag in ps.

I've opened issue #239 on gitlab at
https://gitlab.com/procps-ng/procps/-/issues/239 that is used to track
programs that use the old procps library. The intent of this issue is
to assist those projects on using the new API. Not sure if X0rg, the
maintainer of cpu-x, is here but top marks for actually having the new
API in your code already.

The idea is to have this list so we know what there is out there and
where they are at for the change. The list is currently based upon
what packages in Debian depend on libprocps which makes my job in
Debian easier for the libproc-2 transition but might mean there are
other packages out there that should be on the list.

So the list is:
* Apitrace
* cpu-x
* deepin-screen-recorder
* intel-gpu-tools
* veyon-plugins

Any more out there? Most will use the pids sub-API with apitrace using
look_up_ourself() which I forgot was even a thing!
